I've heard about the monarchs, and someday I definitely want to see that. I think butterflies are just incredibly neat, both because of their bizarre life cycle and their intensely short lives as butterflies. Someday I will make it out there and be amazed, I'm sure.
I have two pen pals in the second grade this year (last year I had three in the third grade, but one flaked out halfway through). They are in different classes, and I am on Cycle Five with one penpal. I finished Cycle Four with the other pen pal, but her classroom seems to be running about a month or so behind the other kid's, so I'm not sure if we'll do the fifth book.
My boy pen pal (the one I just wrote the Cycle V letter to) is an incredible writer for a 7-year-old. His letters are full of interesting questions and observations. I got lucky this year. (My girl pen pal basically writes me an abridged book report, but she's cute anyway.)
I'm sorry you haven't gotten books. I would call/e-mail In2Books and find out what's up with that. I think they suspended the program for next school year to do some upgrades, too.
