It's usually used to describe individuals who feel they fall between or outside the traditional gender binary.

But in this case, the author is using the term to describe any individual whose gender identity or expression is outside the societal standard.

Yes, she's right. But you know, I have an aversion to Ms. Wilchins. Because when I worked at a gay paper in New York, I interviewed her fairly often. And at one point, she turned to me and spat (yes, *spat* her words at me, disgustedly), "You know, if I saw you walking down the street, *I* wouldn't know you were gay."

Oh, gee, sorry. I guess I'm not genderqueer enough for ya. *rolls eyes*

Grr!

I was at a conference and attended a seminar of Riki's, and she had the same sort of attitude towards those who offered dissenting opinions. I am not her #1 fan, but I did like that statement.
