So I knocked on the downstairs neighbor's door twice at 7:45. And I just came upstairs from doing it twice just now. He is inside his apartment watching television. I can hear the television. I know he is in there.

And he is not coming to the door.

Paste them all over his door and immediately outside of it.
Cover his car in them.
Repeat until the movies are left on the steps, perhaps with a rental fee.

actually, whether your Landlord wants to deal with it or not (and it sounds like he doesn't), this is his problem.

The tenant has the right to enjoy the premises free from disturbance and interference by the landlord or other residents, also known as quiet enjoyment. - Mass. Bar

Since he knows that the packages got into the building, and that they did not reach the person they were sent to, he is allowing interference by another tenant in your ability to enjoy the space - you'll be worrying every day that he'll take something of yours, and that's unfair.

Regarding advice to landlords:

It can be harder to stay out of a dispute between tenants of neighboring apartments. Lease clauses generally obligate tenants not to disturb residents of neighboring apartments, and courts have held that these clauses give you both the right and the obligation to control such conduct. You need to proceed carefully, since it may cause you more trouble if you take action against the wrong party. You can do a lot to avoid such disputes by trying to encourage an atmosphere of quiet and cooperation among tenants. How to be a Landlord in Massachusetts and Avoid Legal Trouble

He knows the packages arrived. He knows you didn't get them. If he doesn't take some steps at this point to secure your property, he is in the wrong.)

If you believe your mail was stolen, report it immediately to your local postmaster or nearest Postal Inspector. You’ll be asked to file a formal complaint using PS Form 2016, Mail Theft and Vandalism Complaint. USPS Postal Inspectors' website.

Despite what your neighbour might think, just because it's in the building does not mean that its legal for him to take it. Personally, I think he's an idiot, because of course you're going to notice things that you've specifically ordered not showing. Your landlord should be more concerned - how does he know his stuff isn't getting swiped, too?

My 'rents are retiring within a year (if I remember correctly), and moving to a house in Amherst. I plan on going there to see the house after they move in, so if y'all are still there in B. and not in some exciting locale like Columbus or whatever, I'll have to swing by.

It's a little chilling, my parents retiring. What's the next step in life, after retirement?
