In a general debatey sense, the guy who wins was the one who got his point across better, the one who tore holes in the other guy's arguments better, the guy who was more gracious when he was doing well and more forthright when he wasn't.
In the political sense, the winner of the debate is the one who actually swings the direction of the vote (in his direction). I have generally seen Kerry in the lead in the first kind of winning (though not nearly enough of one to "win") and no evidence that the debates have had any effect on the candidate each individual is planning to vote for.
